Social security laws and regulations must become easier. The system must be easier to understand for people and the pressure on implementation agencies must be reduced. Minister Eddy van Hijum (Social Affairs and Employment) and State Secretary Jurgen Nobel (State Secretary of Participation and Integration) write this in the state of implementation that was sent to the Lower House today.
State of implementation and bottleneck letters
With the state of implementation, the House is informed every six months about the developments in the implementation of social security. Implementing organizations UWV, SVB and LCR also make visible every year in their so -called bottleneck letters what their ambitions are and when laws and rules no longer help the people they are intended, for example because they are too complicated.
UWV
Together with the Ministry, the UWV is hard to work with the errors in the WIA benefit, to adjust the processes and in the short term to limit the rising backlogs at WIA reviews, including by re-introducing the 60-plus measure. The state of implementation also contains an up -to -date overview of current and new recovery actions as a result of errors in implementation. Five new recovery campaigns are reported to the UWV in the stand.
Income discount on Sickness Benefits Act and WAZO
An error that UWV has recently discovered is about the Sickness Benefits Benefits (SW benefits) and the Work and Care Benefits Act (Wazo benefits). From 2016, for part of the Sickness Benefits Benefits (SW benefits) the income discount was not (fully) implemented when determining the amount of the benefit. Beneficiaries and employers have passed on income, but UWV did not reduce this income on the benefit in some cases. In another part, the UWV has reduced this income transmitted on the benefit, but did not make a definitive determination of the benefit. The result may be that too much or too little benefit has been provided. The error relates to a potentially considerable number of current and closed benefits. In addition, UWV has found that around 3,000 WAZO benefits were wrongly reduced. With UWV, the Ministry is currently viewing the consequences for these benefits and the scope of a possible recovery action. As soon as there is more clarity, the Chamber is informed about this.
SVB
The SVB requires attention for all different forms of living within the AOW. There are 21 different ways in which people can live according to the AOW rules, but these do not fit well with how people really live. The result of an AOW assessment is therefore often not clear to people. Performing these assessments is complicated and can also require a visit to home, which is experienced as radical. The SVB therefore wants to further simplify the AOW rules. The ministry is working on an exploration about this together with the SVB, soon a letter to Parliament will follow.
Simplification of income support
The cabinet wants to increase the livelihood of people. This is only possible if the system of income support works properly and effectively. Simplification at the implementing organizations plays an important role in this. Such as the problems of single earners to realize a subsistence minimum as a result of a complex system mentioned in the LCR bottlenecks letter. A solved bottleneck at the SVB is the simplification of the double child benefit. As of July 1, 2024, parents of children with a Wlz indication automatically receive the double child benefit. The Ministry is working with the UWV to extend the application period of unemployment benefits. The original one -week period leads to undesirable situations for both people and implementers.
