At midnight, a state of emergency will begin to operate in Ukraine. The Verkhovna Rada supported the decree of Volodymyr Zelensky. For 30 days, a ban on rallies, restriction of freedom of movement, a special regime of entry and exit are introduced. Meanwhile, Russian diplomats are leaving Ukraine. As noted in the Russian Foreign Ministry, diplomatic missions have been repeatedly attacked and provocated since 2014. The Russian flag has now been lowered over the embassy in Kiev.
Introduction of a state of emergency in Ukraine expected. The only intrigue was which regions would be affected by these measures. The National Security and Defense Council decided to extend restrictions throughout the country, except for two regions – Donetsk and Lugansk. As the President of Ukraine explained Vladimir Zelensky“to ensure the protection and protection of the state, it was decided to introduce a state of emergency throughout Ukraine, except for the Donetsk and Lugansk regions, because a separate legal regime has been in force there since 2014.”
Prohibition of rallies, restriction of traffic, enhanced verification of documents. There is no curfew. The regional operational headquarters will determine the list of measures in each area as needed. The way the NSDC Secretary Aleksey Danilov described the regime being introduced was initially called an adaptive light version in Kiev.
“The regime will not radically affect our lives. There is a certain list of things that are in the law on the introduction of a state of emergency. I want to say that this situation will be worked out as correctly as possible,” said Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine.
But it was not there. According to Ukrainian laws, the decision of the National Security and Defense Council must be supported by the Verkhovna Rada. Parliamentarians read the text of the decree and saw an attempt President Zelensky consolidate your power. They were outraged by the points according to which the document allows, for example, to close the media, political parties and public organizations that are not pleasing to the head of state without any trial. The text is still being coordinated and rewritten.
“I am sure that we will reach the document that will be voted within the walls of the Verkhovna Rada, and we will demonstrate the unity of the Ukrainian authorities in the struggle for territorial integrity,” said Dmitry Razumkov, deputy of the Verkhovna Rada.
A decision on martial law, which involves a significant increase in restrictions, has not yet been made. But if necessary, such a regime will be introduced instantly, the National Security and Defense Council said. There are no plans yet for general mobilization. Kiev is limited to calling up reservists. It is assumed that 36 thousand people will come to the military units.
The Verkhovna Rada also had something to appeal to the National Security and Defense Council. People’s deputies ask the Council to impose sanctions on Russian politicians who supported independence republics of Donbass. Now there are 351 names on the list. Restrictions are set for 10 years.
“They won’t be able to have a business in Ukraine, they won’t be able to register a legal entity, they won’t be able to open accounts, they won’t be able to de facto come to the territory of Ukraine. They and members of their families,” explains Yulia Klymenko, deputy of the Verkhovna Rada of Ukraine.
Meanwhile, Russian diplomats are leaving Ukraine. For the sake of their own safety, ambassadors and consuls evacuated from missions located in Kiev, Kharkov, Odessa and Lvov. Russian flags were removed from the buildings of diplomatic missions.
