Russia on Sunday called on Ukrainian troops to lay down their arms in the southeastern port city of Mariupol to end what Colonel General Mikhail Mizintsev of Russia’s Defense Ministry calls “a horrific humanitarian disaster”. Ukraine will have until 3:00 a.m. Dutch time on Monday to cease fire.
