Rosgvardia proposed to change the food norms of fighters during a special operation

The Russian Guard has submitted to the government a draft resolution on changes in the provision of military personnel with food in peacetime, so that its employees participating in a military special operation eat according to combined arms norms

The Federal Service of the National Guard Troops of Russia (Rosgvardiya) proposed that the government consider a draft resolution “On Amendments to the Norms for Food Provision of Military Personnel and Certain Other Categories of Persons in Peacetime.” Text of the relevant document published on the federal portal of draft regulatory legal acts.

The Russian Guard, in particular, considers it necessary to include the concept of “special operation” in the government decree dated December 29, 2007 No. 946 “On the food supply of military personnel and certain other categories of persons, as well as on the provision of feed (products) of regular animals of military units and organizations in peaceful time”. The explanatory note clarifies that this is necessary for catering for all employees of the National Guard who take part “in special and other military operations.”

Now combined-arms rations during special operations can only be received by soldiers of special forces. As a result, during such actions, employees of the divisions of licensing and permitting work, private security, territorial departments of the National Guard, district departments and the central office of the service remain without food at the expense of the federal budget. They have the right to rations only when they participate in exercises (maneuvers), during a state of emergency, during a counter-terrorist operation, in an armed conflict, in the aftermath of accidents, natural and man-made disasters and other emergencies.

The explanatory note says that the need for adjustments is ripe “due to the actual participation of employees in special military operations” and the performance of their service and combat tasks, “associated with a threat to their life and health in the face of a difficult geopolitical situation in the world and the growing threat of aggression against the Russian Federation”.
