The Rent Committee will have extra options to continue to do its job well in the future. This is stated in the bill Future -proof rental committeethat Minister Mona Keijzer of public housing and spatial planning sends to the Lower House. In the proposal, various procedures are adjusted for tenants and landlords. For example, tenants must now report defects in writing to their landlord before they can go to the Rent Committee. The Rent Committee is also given the opportunity to use more session presidents in busy periods.
The written report of defects is introduced because oral complaints from tenants in the event of a dispute are not easy to verify and proof. If tenants have passed on defects in writing, the rent committee can better determine what has been reported and when.
The period is also extended in which tenants and landlords can oppose a presidential ruling. For example, they can use that extra time to seek specialist advice. In addition, tenants in the social rental segment will soon be able to submit a rent increase that has been laid down in the lease to the Rent Committee. In those cases, too, the rent committee will therefore be able to provide clarity if tenants and landlords have a dispute about this.
Adjustment of procedures
Some procedures are made easier. For example, the rent committee no longer has to repay the fees if tenants stop their case after they have received the investigation report from the Rent Committee.
The complaint procedure about the behavior of landlords is completely deleted. This procedure was unclear and yielded little. Complaints about undesirable rental behavior, such as intimidation, since 1 July 2023 can be reported to the municipal reporting points for good lendership. Furthermore, the Rent Committee is given more room to develop the form for specifying service costs.
Strengthening the organization
To be better able to handle peak crowds, there are courses that can be used flexibly. Tenants and landlords also have more options to challenge a member of the committee if they do not find this member independent.
All these adjustments must ensure greater confidence in the rental committee and better performance of its duties. The Rent Committee can therefore serve tenants and landlords even better.
