The provisional assistance budgets for 2023 and the final assistance budgets for 2022 have been published. Municipalities pay the benefits for welfare recipients and the wage cost subsidies from these budgets. The files with budgets per municipality and a specification file are included as appendices to this message.
Provisional macro budget 2023
The provisional macro budget for 2023 amounts to € 6,014.9 million. The provisional 2023 budget for general social assistance benefits and IOAW and IOAZ benefits is approximately € 65 million lower than the final budget allocated for 2022 for these schemes. Due to the growth of the LKS target group, the provisional LKS budget for 2023 is precisely € 58 million higher than the definitive LKS budget for 2022. On balance, this means that the macro budget for 2023 is almost equal to the final macro budget for 2022. (€ 6.8 million less).
Processing WML increase per 2023 in macro budget
As of January 1, 2023, the statutory minimum wage will be increased by 10.15%. In addition to the regular indexation, there is a special increase of 8.05%. This also increases the level of social assistance benefits. As usual, this price adjustment is not included in the provisional determination, but in the final determination of the macro budget for 2023 (in September 2023). Based on the current CPB estimate, an upward adjustment of the macro budget of approximately €660 million is expected as a result of the total WML increase. As an indication, a rough calculation has been made of what the allocated budget for social assistance and LKS per municipality would be approximately, if the WML increase were already included in the provisional macro budget for 2023 (see appendix ‘Explanation of effect of WML increase on social assistance budgets 2023’). ). The exact consequences of the increase will be recalculated in the course of 2023 on the basis of new CPB estimates. The final effect will be included in the final macro budget for 2023.
Final macro budget 2022
The final macro budget for 2022 is €6,021.6 million. This macro budget has been set at approximately €425 million lower than the provisional macro budget for 2022 (estimated at €6,446.6 million). This is due to the fact that the economy has developed better than predicted. The final macro budget for 2022 is €363.7 million lower than the final macro budget for 2021 (that was €6,385.3 million).
