The municipality of Alphen aan den Rijn has developed the scenario for the construction of 5,500 homes and nature development in the Gnephoek into a contour plan.
Contour plan provides a step towards formal decision-making
The province, the Rijnland Water Board, the Holland Rijnland region and the Ministry of the Interior and Kingdom Relations have all expressed their appreciation for the Gnephoek Contour Plan. They believe that all necessary information is on the table to be able to take the next step towards formal decision-making. This is of great importance, given the enormous need for more affordable housing. The authorities involved are satisfied with the pace and sharpness of the process, which is supervised by former Delta Commissioner Wim Kuijken. Minister Hugo de Jonge informed the House.

”With this contour plan for the Gnephoek, the step is taken towards formal decision-making. Very important because of the enormous need for more affordable housing. Praise for the work of the municipality of Alphen aan de Rijn and the province of South Holland and thanks to Hoogheemraadschap Rijnland. As a result, the Gnephoek can really serve as an example for extra-urban area development.”
Follow-up steps and consultation in November
The municipality will discuss the Contour Plan with the municipal executive and the council. The governments involved will provide the formal assessment in the upcoming process. The financial feasibility of the Contour Plan has the attention of the Minister, given the importance of the development – as stated in the Terpstra-Koerhuis motion. A contribution from the Ministry of the Interior and Kingdom Relations for housing construction is logical, given its exemplary function for the development of integrated housing and area development with due regard for water and soil management.
An administrative consultation is planned in November 2023 to discuss concrete steps. Wim Kuijken will remain involved as a supervisor until the end of the year.
