According to the province, the ruling is based on a “miscarriage of justice”. To gain clarity about which government is responsible for licensing, supervision and enforcement, North Holland appeals to the Council of State. The municipality of Zandvoort already did this at the end of last month.
The permit that the municipality granted in May 2024 included tightening the noise standards for the circuit. Environmental organizations and local residents objected to the updated permit.
The judge concluded that the municipality was not authorized to update the permit. According to the court, the province should have done this, just as in 1997.
