The central government has concluded a framework agreement with the European cloud supplier STACKIT. This allows government organizations to use European cloud services under predetermined, secure and favorable conditions. The agreement contributes to strengthening the digital autonomy of the Netherlands and reducing dependencies on non-European providers.
The agreement contains the legal conditions under which government organizations can purchase services from STACKIT. Clear agreements have been made about where data is stored, namely within the European Economic Area (EEA). The central government can also check whether STACKIT adheres to these agreements through audit rights. This way we can be sure that data is safe and used according to the rules. In addition, conditions have been agreed on the termination of contracts, for example if the supplier is acquired by a party outside the EEA.
State Secretary Aerdts: “Digital autonomy means that we can make our own choices from a diverse range of providers. That is why it is important that we stimulate the European market. We do this with this agreement, which allows government organizations to use cloud services from a European provider under good conditions.”
Minister Van Weel: “With this agreement we are taking an important step in reducing our dependence on parties outside Europe and strengthening our digital resilience.”
The negotiations for the national government were conducted by SLM Rijk. By making these agreements jointly via SLM Rijk, individual government organizations do not have to conduct complex contract negotiations themselves. This prevents fragmentation and ensures that all government organizations, regardless of size, can benefit from good and advantageous conditions. National organizations themselves determine whether and to what extent they use the services; there are no purchase obligations or minimum expenditure. The agreement has been signed and takes effect immediately. Government organizations can now purchase services from STACKIT under these conditions.
