President Javier Milei, known for his devotion to his “four-legged children,” once again raised his voice for animal protection by sharing an emotional video that circulates on Instagram on his networks. The clip, uploaded by the libertarian account @laretenesadentro, uses a solemn voice-over to narrate the origin of the Conan Law, named in honor of the president’s deceased English mastiff, cloned in four replicas that Milei considers his children.

With a still image of a portrait of the President with his iconic dog, the narrative begins with a poetic reflection: “There was a time when animals were the first to love and the last to be defended.” The tone rises when evoking Milei: “Then President Javier Milei, who knew what it means to love an animal like a son, said enough of impunity, enough of pain. A sword of justice for those who cannot ask for help. This is how the Conan Law was born: there will no longer be a corner of the country where abuse goes unanswered.”

Milei shared the video on Instagram with the caption “The roar of those who do not speak.” The post reinforces his personal commitment: since he took office, the libertarian has promoted the norm as a priority, recalling cases such as the intentional running over of a dog in Lanús in 2024, which publicly outraged him.

The Conan Law, presented in January 2024 by PRO deputy Damián Arabia with presidential endorsement, seeks to modernize the obsolete Law 14,346 of 1954, which only provides for sentences of 15 days to one year in prison without fines. The project toughens sanctions: prison of 3 months to 3 years and fines of 5 to 20 minimum wages for mistreatment or basic cruelty; up to 5 years in prison and fines of 50 to 100 SMVM for serious injuries or death. It typifies abandonment – ​​the main novelty –, sexual abuse, torture, mutilations, use of non-therapeutic drugs and excessive labor exploitation. In addition, it requires the delivery of victim animals to registered shelters and declares Animal Day as an educational day.

The objective is to eradicate impunity in a country with a high rate of animal violence, linked according to Arabia to interpersonal violence. After initial debates in July 2024 in the Criminal Legislation Commission, the project stalled due to the previous composition of Congress. Today, with the victory of La Libertad Avanza in the October 2025 legislative elections, it is gaining momentum: elected representative Karen Reichardt confirmed talks with Saudi Arabia for its approval in 2026. Milei, on the balcony of the Casa Rosada for her anniversary, already promised: “We are working on it,” upon receiving dog masks from supporters.
