As of today, municipalities can submit projects for a contribution from the Housing Construction Impulse. Municipalities can submit an application until September 25, 2022 to be eligible for a financial contribution for the faster construction of more affordable homes. €300 million including VAT is available for this tranche. A total of € 1.25 billion is available for the Residential Building Impulse during this cabinet term.

In December 2022, it will be announced which projects will receive a contribution for accelerating construction, increasing the number of new-build homes in a project or increasing the affordability of those homes for starters and people with a middle income. If the application is submitted before September 16, 2022, the applicant will receive a response on the completeness and assessability of the application before the application desk closes.

900,000 homes

There is a major shortage of homes in the Netherlands; up to and including 2030, 900,000 additional homes must be built. There is also a lot of demand for affordable housing for starters and middle incomes. With the Residential Building Impulse, the Ministry of the Interior and Kingdom Relations/Public Housing and Spatial Planning contributes to projects that would otherwise be difficult or slow to complete because of a financial shortfall. The money can be used for, for example, the remediation of polluted soil, the relocation of companies and the adjustment of access roads.

Scheme changes

A number of changes are foreseen for the fourth tranche. This makes the scheme more accessible for (small) municipalities that submit a bundled application, and municipalities with fewer than 50,000 inhabitants can submit a project with at least 200 homes. A link will also be made with the housing deals (yet to be concluded) when realizing two-thirds of affordable housing per region. The urgency score is also being refined, so that it has a more nuanced effect on the assessment of the applications. The information about the changes, along with other information such as the instructional videos on how to complete the submission spreadsheet and background document, can be found at Residential Building Incentive for Municipalities (WBI) (rvo.nl).

Result previous rounds

The first three rounds of the housing impulse will contribute in total to 139,964 new homes throughout the Netherlands, the majority of which are affordable (65%). These are homes intended for the social rental sector, mid-term rent and affordable owner-occupied homes. Many projects also pay special attention to homes for starters, seniors, students and special groups. A significant proportion of these homes would probably not have been built without the Residential Building Impulse, or could only be built at a later date.
