Municipalities, the national government and other parties have been working for years on the transition “from protected housing to a protected home”. This makes it more often possible for people with psychological problems to continue to live at home or in their own place of residence, with outpatient support. Moving to an institution for sheltered housing will be necessary less often.

Two important instruments for this are the introduction of the residence principle and a new distribution model for the resources for municipalities for sheltered housing. These ensure that each municipality is now responsible for supporting its own residents. And that each municipality also receives appropriate resources to ensure sheltered homes and sheltered housing for its residents.

The intended implementation date of both measures was 1 January 2024. Both the national government and the municipalities note that this timeline has turned out to be too tight, given the stage of parliamentary debate the bill is currently in. New target date for implementation will be 1 January 2025.
