The International Olympic Committee (IOC) has provisionally lifted the suspension of the Russian Olympic Committee (ROC). This decision also means that the IOC’s previous recommendations regarding the participation of Russian athletes in international competitions are no longer in effect.

However, the relevant anti-doping regulations for Russian athletes competing internationally will remain in force. Every Russian athlete must undergo multiple tests before being allowed to participate in international competitions.

During the upcoming games in Paris 2024 and the Winter Games in Milan-Cortina, athletes from Russia and Belarus will only be permitted to compete under a neutral flag. Athletes with ties to the military or security forces, or those who actively supported the Russian war against Ukraine, will not be granted permissions for participation.

Belarus Reinstated in May

Following Russia’s full-scale invasion of Ukraine in February 2022, supported by Belarus, the IOC initially recommended that athletes and officials from both countries be excluded from international competitions. In autumn 2023, after the ROC incorporated four Ukrainian territories annexed by Russia, the IOC suspended the ROC. Belarus was fully reinstated by the IOC in May.

The IOC has yet to decide whether the Russian flag, anthem, or colors can be displayed at future Olympic Games.

IOC Calls Decision “Logical”

The IOC has also made it clear that it will not organize any events in Russia or invite any Russian government or state representatives to its events.

IOC President Kirsty Coventry pointed to the IOC Assembly held in late June, which emphasized the neutrality of sports. She described Tuesday’s decision as logical, stating that the objective is for all athletes to participate in the Olympic Games without being held accountable for their government’s actions.

The IOC has reiterated its stance against any violence or warfare globally, maintaining that it will uphold this position.

Russia Welcomes the Decision

Russian Sports Minister Mikhail Degtyaryov viewed the IOC’s decision as a signal for Russia’s return to global sports. He stated that the move paves the way for a full return of Russian athletes to the international arena, describing it as a “green light” for international sports federations to re-allow all Russian athletes.

Conversely, Ukrainian skeleton athlete Vladyslav Heraskevych expressed outrage at the provisional lifting of Russia’s suspension, urging his national sports federation to oppose the IOC’s decision. He deemed the IOC’s choice “absolutely shameful,” warning that it could provide Russia with a platform for propaganda. “We should collectively take a clear stand against this decision with other National Olympic Committees and nations,” stated Heraskevych.
