Refugees from Ukraine who have income will pay a higher amount for the costs of their reception from 1 October 2025. It is a personal contribution for operating costs of € 244.22 per month per person (from 18 years or older). It also makes the differences smaller compared to other groups in our society, such as minima or asylum seekers and we take the next step in normalizing the situation of refugees from Ukraine in the Netherlands. The personal contribution for catering of € 252.18 per person (from 18 years or older) is maintained in current form. The maximum personal contribution for a family (with two adults) in a location with catering is € 992.80 per month.
With this increase, a 115%standard is also entered. In order to reduce large income differences between refugees from Ukraine under and above 115% of the withdrawn living money plus the personal contribution, municipalities can also partially withdraw the living money and also partly collect the own contribution from refugees who earn under this standard. Above the 115%standard, the living money must be completely withdrawn and the personal contribution must be paid in full. Municipalities retain the freedom of assessment to lose the personal contribution if collecting leads to disproportionate disadvantage.
The Justice and Security and Security and Asylum and Migration Collection Act, in which the legal basis is included for inspection of the net income of refugees from Ukraine, came into force on 1 July 2025. This means that since July 1, 2025, in addition to the social insurance wage, municipalities can also see the net wage.
