Housing: Does Hamburg really do better than Berlin?

Is the Hanseatic city really suitable as a role model for the capital? Up to 180,000 households in Hamburg are currently receiving rent increases of an average of 7.3 percent – ​​because of the new rent index.

During the election campaign, Franziska Giffey (43, SPD) spoke out in favor of orienting the Alliance for Housing towards Hamburg. But there is by no means a relaxed housing market there! The city has just experienced the sharpest increase in rents in 20 years.

In a study, the Berlin Tenants’ Association compares the housing markets in Hamburg and the capital. Result: In the Hanseatic city, since the alliance was introduced, the number of new buildings has risen, but so have rents.

The reason for this is not only supposedly greedy landlords, but also increased construction costs and energy-saving renovations.

The goal of the Hamburg Senate: 10,000 approved apartments per year. Everything in a “mix of three”: Projects with 30 or more residential units should each have one third publicly subsidized rental apartments, one third privately financed rental apartments and one third condominiums.

The result is not convincing for the tenant association. “The chances of finding an affordable and suitable apartment” are steadily decreasing for tenants with a normal income. And further: “Even committed new construction activity has hardly any dampening effect on asking rents.”

According to the tenants’ association, Berlin has a huge backlog in social housing. Hamburg approved significantly more apartments with public funding (converted to the number of inhabitants).

However, despite the large number of social housing units, “the effect on the supply situation, especially for needy households and the level of rent” is only minor, according to the perplexed conclusion of the study.
