When the heavens opened over the Ardennes last summer, chaos reigned in the government cockpit. E-mails were lost, maps turned out to be useless and there was even confusion about which dam would be opened. Nobody had an overview and that prevented a smooth evacuation of civilians. On the basis of witness statements and documents, we can for the first time outline what happened when the ‘water bomb’ exploded.
