The film was born from conversations between director Dean Devlin and his daughter Hannah, which inspired him to conceive the idea of ​​a machine capable of manipulating the climate. Devlin then got the screenwriter involved Paul Guyot to develop the plot and delve into the dynamics between the main characters, particularly between the protagonist brothers. In 2013, the film rights were acquired by Skydance Productions, who then brought the project to Warner Bros. after Paramount Pictures dropped out.
