Experts assessed the law on the abolition of compulsory technical inspection in Russia – RBK

Thus, PCA allowed organizations to work in the MOT market, although it did not have a valid data verification mechanism. As a result, the driver could order a technical inspection via the Internet, without even showing the car, and receive a coupon and a diagnostic card.

According to Lysakov, a large number of organizations that participated in this business took out loans from banks and invested in it. Now they were “thrown out without any compensation.”

Alexander Kholodov, Deputy Chairman of the Commission for Security and Interaction with the POC of the Public Chamber of Russia, Vice-Chairman of the Committee for the Protection of the Rights of Car Owners, agreed with him. He expressed the opinion that the procedure in the form in which it existed before the abolition of the law was exclusively paper-based and did not come to a real check.

The State Duma approved a bill on the abolition of compulsory technical inspection

According to Kholodov, in the summer, Russia canceled the requirement to display a diagnostic card when buying an OSAGO policy, so now many motorists do not have one. At the same time, from March 1, 2022, motorists were going to start fining for the lack of technical inspection. now this touches only those for whom the procedure remains mandatory.

“Now it turns out that if all of a sudden everyone rushed to undergo technical inspection in February, then we do not have so many stations at all. It would be a market collapse. And even if they had coped with this flow, then everyone would have been out of work, ”he said.

Kholodov explained that the obligation to undergo technical inspection will remain for commercial vehicles, including taxis, trucks and buses. In this case, the traffic police will retain the right to check the car. Previously, it was forbidden to check a car that has a technical inspection. The number of technical inspections will now depend on the intensity of traffic police inspections on the road, Kholodov said.

“They will attack ordinary motorists. Those with visible effects will be targeted first. Time mines are conventionally laid here in this law. It will depend on how they work in the traffic police with the right that they have, ”he concluded.

Earlier, the State Duma adopted a law on the abolition of compulsory technical inspection for cars owned by individuals, if they use them for personal purposes. This requirement remains only for legal entities. It is still mandatory to undergo an inspection when you sell a machine that is more than four years old and when you need to make changes to its design.
