EU approves accession negotiations with Ukraine and Moldova, no billions in aid for Kiev, but new sanctions against Moscow

Major surprise at the European summit in Brussels: the heads of state and government have agreed to start accession negotiations with Ukraine and Moldova. Georgia becomes a candidate country and Bosnia-Herzegovina is given the prospect of accession talks. Due to Hungary’s obstruction, no decision was made on new billions in aid to Kiev. An agreement was reached on additional sanctions against Moscow, but this has yet to be formalized.
