Environmental services had to ensure uniformity and legal equality after disasters such as Enschede and Volendam in 2000. Thirteen years after the establishment of the Environmental Services, practice in the Northern Netherlands shows something different: the same rules for a clean living environment lead to fundamentally different outcomes.
