The new highway code was approved on November 20, 2024
Targa and insurance for civil liability for mandatory electric scooters. The reform of the highway code is definitively approved in the Senate on 20 November 2024 and entered into force on December 14th. At the time of writing this article, however, the two necessary implementation interministerial decrees that make the requirements of the regulation regarding cash on delivery and RC are missing. For a real effectiveness it will probably be discussed in September. According to the ASAPS Observatory, the Association of supporters and friends of the Traffic Police, from the beginning of the year to 18 May, people who died in a scooter were 11 while, from 2020 the victims were 75.
What does the reform includes

Article 14 of DDL n. 1086, which has changed the highway code, provides many news for electric scooters. In addition to the cash on delivery (the so -called plaque) and insurance coverage, the obligation of the helmet are also triggered for all the monopathy and minors carriage drivers, the ban on the stop on the sidewalk and the fine for the vehicles without braking lights and arrows (fine from 200 to 800 euros). Furthermore, for the managers of the rent of the vehicles, the obligation to install devices that prevent their operation outside the urban areas in which circulation is allowed. The adhesive mark must be univocal and printed by the state polygraphic: those who will be stopped without plaque and insurance will be fined with a penalty between 100 and 400 euros. The alphanumeric code of cash on delivery and the owner’s personal data are kept in the national vehicle archive.

One of the nodes to be dissolved is the production of the marks, as mentioned by the plaque in common language. The two decrees that will make the rule effective and which will be in concert between the Ministry of Infrastructure and Transport, the Ministry of Economy and Finance and the Ministry of the Interior must also establish the sale price of the markings. The times for the adoption of the decrees are dictated by the need to allow the state polygraphic to define the criteria for the composition of the alphanumeric codes of the marks and the methods of the release. The decrees should arrive between June and July to become operational in September.

However, we reiterate the urgency to activate the working tables provided for by the binding agendas, proposed by the same government majority, in order to evaluate how to improve the regulations introduced that remain largely inapplicable for the sharing sector”.

The insurance sector, so far, appears to the window. To date, according to what was noted by the aggregator Facile.it, insurance policies for the compulsory civil liability of electrical scooters have not yet been marketed.
