On 13 November 2025, the decree of the Ministry of Infrastructure and Transport on prices, methods of issuing, requesting and issuing the new identification marks for electric-powered scooters was published in the Official Journal. However, the electronic platform to make the request is still missing
The identification marks, commonly known as license platesfor i electric scooters they now have a price established, but it is not yet possible to request them. In fact, the decree of the Ministry of Infrastructure and Transport of last 6 October relating to the selling price of these plates for electric scooters was published in Official Journal on 13 November 2025. The introduction of the national system for the unique identification of electric scooters is one of the most important innovations of the reform of the Traffic Lawslaunched on 14 December 2024, but in fact it cannot yet be applied due to the lack of an electronic platform where to make the request. The provision, which establishes methods of issue, request and release of the same identifying marks, is thus the penultimate implementing decree before the obligation number plate supplied on electric scooters. When it becomes effective, consequently the obligation to equip these scooters with theRca1 insurance. With the MIT decree of 27 June 2025, the criteria and methods for the printing and sale of labelsas well as the criteria for forming specific alphanumeric combinations and the methods of applying the mark on the scooters.

The price of each identification mark for electric scooters was therefore set at 8.66 euros. Amount which is divided into: 5.03 euros for the cost of production; 1.11 euros for theVAT; 2.52 euros as a share of increase intended for training, signage and road safety activities. Anyone requesting the release of the appropriate adhesive, plasticized and non-removable identification mark will have to access the telematic platformwhen there will be one, and proceed with payment via PagoPA of the 8.66 euro cost, stamp duty and Motorization rights. The permit can then be collected at the offices of the Civil motorization competent local authorities or at automotive consultancy firms, which however apply an additional cost for the service. Paying only one stampit will also be possible to request plates for multiple scooters, with the price multiplied by the number of license plates and proportional motorization rights. The identification mark is strictly personal, therefore not transferable in the event of sale of the scooter. Since it cannot be removed from the vehicle, it must therefore be destroyed in the event of transfer of ownership of the vehicle.
