The Dutch state, the province of Noord-Holland and Tata Steel are working together towards making steel production in IJmuiden more sustainable. That was recorded on Monday in a Joint Letter of Intent (Jloi). The aim is to greatly improve the living environment of local residents, to reduce health risks and to reduce CO2 emissions far, write outgoing Minister Hermans (climate and green growth) and outgoing State Secretary Thierry Aartsen (public transport and the environment) to the Lower House.
The Joint Letter of Intent is an agreement between Tata Steel Nederland, the parent company Tata Steel Limited, the Dutch State, the province of Noord-Holland and contains exercise obligations to achieve a binding tailor-made appointment, for the transition to greener, cleaner and more circular steel production in the IJmond. The signing is an important intermediate step to binding tailor -made agreements about greening and making the production process cleaner.
To make the production process more sustainable, the plan that Tata Steel replaces one of the two coal -based factories with modern, cleaner installations that will run on natural gas. The plan also includes CCS (CO2 storage) and the replacement of natural gas with biomethane and/or green hydrogen. This leads to an emission reduction of approximately 5.4 Mton CO2 per year; And can go up to around 7.2 megaton CO2. This reduction is approximately equal to 5 percent of the total Dutch emissions in size.
The new factory also takes a big step in the reduction of the emissions of harmful substances, particulate matter, nitrogen and noise nuisance, which greatly reduces health risks for local residents. For example, between 2027 and 2029 windshields and a number of roofs are built at the raw material fields. This reduces the main source of health risks, particulate matter, in total by almost 35 percent. In addition, 68 percent less lead is emitted and 44 percent less nitrogen.

The agreement between the Dutch State and Tata Steel is part of the customized approach in which the central government supports companies in sustainability and reduction of the impact on the living environment. In recent months, the plans of Tata Steel have been tested by experts for, among other things, the feasibility and negotiations on possible support from the state. The total investment is between 4 – 6.5 billion euros. The state intends to contribute a maximum of 2 billion euros to this. Tata Steel is responsible for the remaining part of the investment. The support of the State is only provided after the closing of a definitive customization appointment.
The draft-Jloi has been submitted to the Custom Agreements Advisory Committee Sustainable Industry (AMVI) for advice. Due to the fact that the tailor -made appointment with Tata Steel is one integral agreement to improve health and reduce CO2, the Health IJmond expert group (the “expert group”) has been invited by the AMVI to jointly achieve one integral advice. The advice of the AMVI and the expert group is included in the Joint Letter of Intent. The European Commission has also discussed the possible state aid.
A public consultation will start in the short term based on the Jloi. The reactions to this will be included in the elaboration in the binding customization appointment in the coming period.
