An MG circular on current rental price policy has been published today especially for municipalities, housing associations and other landlords, and for tenants (organizations). The circular contains information from the central government about legislation and regulations in the field of rental prices for residential space. Implementation information required to correctly apply legislation and regulations is also discussed.

Explained rental price policy

This first circular of 2024 concerns the rental price policy in the period January 1, 2024 to June 30, 2025. This concerns the following legislation:

  • Maximum rent increase in the private sector until May 1, 2024 (and subject to extension on the maximum rent increase from May 1, 2024 to January 1, 2025)

  • Maximum rent increase (average rent increase) in 2024 for housing associations

  • Rent reduction in 2024 for low-income tenants in a rental home or caravan from a housing association
  • Maximum rent increase as of July 1, 2024 for social housing, including higher rent increases for very low rents (below 300 euros) and the income-related higher rent increase
  • Maximum rent increase as of July 1, 2024 for rooms, caravans and pitches
  • Temporary rental discount
  • Indexation of the WOZ value in the WWS as of July 1, 2024
  • Indexation of energy performance fees as of July 1, 2024
  • Indexation of maximum rental price limits based on the WWS as of July 1, 2024

Pending: affordable rent and rental price increase in the private sector after May 1

This circular explains it current rental price policy. It Affordable rent bill is still pending. If the bill is adopted, a separate circular will be issued on the rental price policy that will apply from the entry into force of the law. Target date for entry is July 1, 2024.

The bill capping rental price increases for liberalized rental agreements is also still being discussed. The Council of State decided on February 19 advice released on the bill. The bill is now being prepared for consideration in the House of Representatives. The latest date on which the law must enter into force is April 30, 2024. The cap will then apply until May 1, 2027.
