COA builds extra pavilion in emergency asylum shelter Ter Apel without permission

The Central Agency for the Reception of Asylum Seekers (COA) has started building an extra pavilion on the site of the application center for asylum seekers in Ter Apel without permission from the Groningen municipality of Westerwolde.
