Repetition instead of cancellation: The rule keepers of the International Football Association Boards (IFAB) have specified the procedure if the shooter accidentally touched the ball twice at a penalty.
If the penalty is transformed after a second – unintentional – touch, whether with a second foot or a mainstay, it will be repeated in the future. If the ball does not end up in the goal, is decided on indirect free kick for the opponent or, in the event of a penalty shootout, the shot is considered shot.
If the shooter deliberately shoots the ball with both feet at the same time or deliberately touches a second time before another player touched it, the opponent is decided on an indirect free kick or the shot is considered shot in the event of a penalty shootout.
This precise rule interpretation applies to competitions that begin on or after July 1, 2025, but can also be used by competitions that begin before this date. These competitions include the club World Cup in the United States, which begins after German period on June 15th.
Atlético leaves Duplication Against Real
The change of rule should be a reaction to an incident in the game of the Champions League between Atlético and Real Madrid. In the second leg of the round of 16 in March, Atléticos Julian Alvarez slipped on his goal in the penalty shootout, the goal did not count according to the video images because there was a second touch.
Atlético resigned, whereupon a debate about the rule of double ball touch broke out. In the future, a penalty that Alvarez converted would be repeated.
This also applies to an example from German football. In the round of 16 of the DFB Cup 2021/22, Hamburger SV led 4: 3 at 1. FC Köln in penalty shootout before Florian Kainz competed. The Cologne team converted, but had touched the ball twice. The gate was revoked, the HSV cheered as a second division at the higher fC.
