The Foundation for Tracks Balangen Breda went to court to prevent an apartment complex being built next to their camp in the Haagse Beemden district. They want the Council of State to wipe a change in the zoning plan of the municipality of Breda off the table so that they can put extra caravans there themselves. “I expect that we will win this case, because it just didn’t go fair,” says Bart Hülters of the Breda caravan interests Foundation.
According to Bart Hülters, the caravan dwellers never had a chance on that piece of land and the municipality of Breda has simply continued the extinction policy for caravans, which has been prohibited since 2018. “We have a lot of evidence for that, obtained through, among other things, a WOO request (Open Government Act). We are discriminated against, because they just didn’t want a caravan dwellers there.”
The caravan dwellers in Breda have been in conflict with the municipality for quite some time. Deployment is a piece of wasteland on the Gageldonkseweg next to the camp on the Weegbladtuin. The residents there wanted to expand their camp, but that was never allowed by the zoning plan.
“Just corruption.”
The zoning plan has changed last month so that housing corporation can build twenty -four social rental apartments for seniors. That adjustment of the plan fell wrong with the caravan dwellers. That is why they go to the highest administrative court, the Council of State.
According to the angry residents, the indictment is long. According to them, there is: discrimination, bias, deception and carelessness of the municipality of Breda. But they also expect parking nuisance. “In addition to discrimination, there is also corruption here,” says Bart Hülters, who is assisted by the well -known lawyer Peter Schouten.

“They knowingly and knowingly, so we fight for justice. I therefore expect the judge to withdraw the changed zoning plan.”
Hülters previously filed a complaint against the municipality of Breda for discrimination against the Municipal Executive. He also reported this to the police. “That complaint will also be a case with the Council of State,” he says. “And I haven’t heard anything from the police, but that will probably come.”
