Special mopeds will need a license plate from 1 July 2025. From this date, new permitted vehicles must apply for a license plate. Within a year, all existing vehicles from this category must also have applied for a license plate. Minister Madlener (Infrastructure and Water Management) announced this today. The new license plate starts with the capital E and comes on a smaller format blue license plate.
With the introduction of a license plate obligation for this category of vehicles (‘light electric vehicle without pedal assistance’) it becomes clear to everyone whether a vehicle is allowed as a special moped and can ride on public roads. This makes it easier for the police to maintain and it is immediately recognizable what the vehicle is allowed and not. Safety in traffic is increased by setting quality requirements on the vehicle and simple enforcement.
Minister Madlener: “We see that new ways are created to move yourself. I want to give the space for that. Special mopeds like the BSO bus were already allowed, but an e-step was not yet. It is expected that the first e-steps will be admitted to traffic in the short term. With a license plate it is cleared in one eye storage.
Transition period of one year
From July 1, 2025, the registration obligation applies to all special mopeds that are brought new to traffic. Owners of existing special mopeds, such as the BSO bus, must request a license plate from the RDW within a year. All (existing) special mopeds can be found on the Website of the RDW. There are no approved e-steps at the moment. The expectation is that this will happen in the short term. If that is that time, these e-steps will also receive the new license plate.
Cost
It has previously been promised that the costs for the Kenting drawing must be proportional to the user. You can apply for a license plate for an existing special moped at a reduced rate of 18 euros. The ministry pays the difference between this price and the normal price of more than 50 euros.
