Twelve American states are challenging the “immense and constantly changing” worldwide rates of President Donald Trump. They claim that he has illegally circumvented the congress by imposing import duties under an Economic Emergency Act, which can actually only be used if there is an ‘unusual and extraordinary threat’ from abroad.
