In Australia and New Zealand, alarm bells have been sounding military exercises with sharp ammunition since three Chinese warships in the Tasman Sea, the water between the two countries. On Wednesday, the Australian Defense confirmed that it was not informed by China in advance.

The Chinese navy had been working for half an hour when a pilot of a passenger flight reported it last Friday. The aircraft of the Australian airline Virgin had picked up a radio message in which the Chinese in which it was evoking the airspace above the warships. He reported it to the air traffic control and deviated from his flight route at the last minute. Dozens of planes had to be diverted in the busy airspace between Australia and New Zealand.

The Australian defense force was only forty minutes after the start of the exercises, David Johnston confirmed in the Australian Senate. Johnston calls China’s inadequate communication about the exercises “irresponsible” and “disruptive.” The three warships have since sailed further and were only 250 kilometers south of the Australian island of Tasmania on Wednesday. One of the ships would have ballistic rockets on board with a reach of a thousand kilometers.

“Get used to it,” says Sam Roggeveen, defense specialist at the renowned Australian think tank Lowy Institute. According to him, China is testing new equipment that they can use further from home. “China’s defense device is growing rap, just like the ability to operate over long distances. So we’re going to see much more of these kinds of actions. ”

“Nothing wrong”

The Australian and New Zealand governments emphasize that China has the right to perform exercises here: the fleet is in international waters. “We just had a warning,” said Australian Deputy Prime Minister Richard Marles to the Australian Radio ABC. It is customary that military exercises are announced 24 to 48 hours in advance. According to Beijing, it did nothing wrong and Australia has the risk of the exercises “intentionally exaggerated.”

The Australianone of the largest newspapers in the country, calls for China “publicly punishing.” That’s a bad idea, says Roggeveen. “Such a reaction may feel good, but it is childish and counterproductive. We have to realize what is in our interest in the long term, and that is a stable relationship with China. ”

The unexpected military exercises are mainly in New Zealand as a Wake-up call seen. The government seizes the incident to invest more in defense. It may even ensure that New Zealand tries to join Aukus; The security pact between Australia, the United States and the United Kingdom.

Cook Islands

Coincidentally, the New Zealand Deputy Prime Minister and Minister of Foreign Affairs Winston Peters is now visiting China for three days, where he met his colleague Wang Yi, among others. In addition to the displeasure of the exercises, a new, controversial agreement between China and the Cookilanden is on the agenda. Last month the two countries signed different deals, of which only a part was made public. Beijing invests in, among other things, the construction of ports on the island group. It means that Chinese ships may be permanently moored here.

New Zealand sees that as a threat. Although the Cook Islands have had self-administration since 1965, New Zealand is still responsible for defense and foreign policy of his former colony. Nevertheless, Prime Minister Mark Brown with China went to the table without informing the government in Wellington, to the anger of the New Zealand neighbors. Also in your own country there is unrest about the deals. In the meantime, a motion of no confidence has been submitted against Brown.

With a visit Australian Prime Minister to China, Trade War seems to be over

Australian wine became very popular in China after both countries signed a free trade agreement in 2015. But in recent years the relationship deteriorated and Beijing set high import rates.

The relationship between China and Australia had improved considerably in recent years under the government of Prime Minister Anthony Albanese. Earlier there was a full radio silence, now there is regular contact between Canberra and Beijing. The substantial import duties on Australian products have also been largely deleted. “China has a much less hard attitude towards Australia, which is a merit of the current government,” says Roggeveen. He therefore understands that the government is looking for a diplomatic path to cope with this new threat.

EU in the Pacific

Yet Roggeveen does not believe that tensions will soon come to an end. “This is a diplomatic competition that is not over yet.” According to him, a bright spot is that the Pacific Ocean is not a priority for the superpower. “The Pacific may be in third, or at most second place for China. While it is number one for Australia. That gives us a good chance of gaining influence. Australia is also still the most important source of development aid for Pacific countries. ”

Yet that relationship between Australia, New Zealand and the island states in the Pacific is not always right. In the past, the many poorer islands in the region have ignored and dressed by Canberra. That must be done differently, says Roggeveen. “Australia, together with New Zealand and the Pacific islands, must form a close alliance that China cannot ignore. A kind of European Union in the Pacific, “he says. This is an economic advantage for the island states, while it can provide safety for Australia and New Zealand. “Make sure it becomes impossible for Pacific islands to cross to China. That is the best way to stop that advance. ”
