More than 90% of the recognized victims of the allowance affair have now completed the integral assessment. This means that they have been reimbursed for the incorrectly recovered or withheld amounts and received an emotional damage compensation. On average, € 40,700 has been awarded to these parents. In addition, their debts have been tackled and can go to their municipality for support. More than 100,000 children of victims have also received an amount through the child scheme. This is stated in the progress report recovery operation allowances that State Secretary Palmen (repair and allowances) sent to the Lower House.
Recovery
More than 69,000 parents have registered as possible victims at the Implementation Organization Restorations (UHT). Almost all of them had a first test. At the end of December, almost 57,500 parents had also completed their integral assessment or waived it. The integral assessment of all parents will be completed later this year. In total, more than 40,300 parents were recognized as a victim.

Debt
The debt approach runs according to plan. For 96 percent of all victims, the public debts have been canceled and for 93 percent of these parents payment arrears on private debts have been repaid. Parents whose debts have not yet been repaid are usually only recently recognized as a victim.
Child scheme
More than 101,200 children received a contribution of between 2,000 and 10,000 euros through the child scheme. Because new parents are still being recognized as a victim, the number of children who are also entitled to the child scheme are still growing slightly. The last decisions for the child scheme are expected to be completed in 2026.
Emotional recovery
To help victimly get their lives back on track, other initiatives have been set up in addition to the financial compensation. In November 2024, for example, the collection of stories ‘Speaking about resilience spoken’ appeared with inspiring stories from parents. Parents and children can also get help in the field of mental health and go to their municipalities for broad support. For example, it consists of help with living or health. Furthermore, the LotsmenotenContact Foundation and Stichting Support Parent offer support and a listening ear.
Registration period for additional damage
Earlier this year, the Van Dam Commission came on behalf of the Ministry of Finance with recommendations to improve the recovery operation. Following the recommendations of the Van Dam Committee, parts of the recovery operation will be set up differently and the process will be streamlined. After the spring recess follows an extensive response to the Van Dam committee.
The cabinet believes it is important that victims have the room to make an informed choice about which damage route fits best with their situation for additional damage. In order to prevent parents from having to make a choice before it is clear how the recommendations of the emergency advisory committee are worked out, the cabinet no longer uses March 31, but at least 1 July 2025 or six months after the irrevocable, as a extreme registration period for additional damage become the integral assessment decision.
