After two days of consultations in Versailles, France, the 27 heads of government of the European Union have not reached a decision on additional sanctions against Russia. Biden continued his Friday speech with a number of warnings to the Kremlin. That will pay a heavy price, he said, if it uses chemical weapons in this war.
