People displaced by the war in Ukraine who arrive in Spain or who were here when the conflict broke out and they cannot return to their country, and lack financial resources will be able to access the reception system without having officially requested international protection.

While the Government finalizes with the autonomous communities and municipalities the reception plan to attend to the thousands of Ukrainians fleeing the war, which will have 12,000 places, the Ministry of Inclusion, Social Security and Migration has published on its website useful information for people displaced to Spain.

Ukrainian refugees will be able to benefit from the temporary protection directive that the European Union activated last week for the first time since its creation in 2001, which grants a residence and work permit and gives access to health and education and the benefits provided for in the host system.

Who can access the reception system?

Displaced people from Ukraine from the beginning of the war will be able to receive both (February 24, 2022), like the Ukrainians who were in Spain on that date and have not been able to return, whether in a regular or irregular situation.

In both cases, it includes ukrainian nationals Residents of Ukraine and from third countries or stateless persons who have a legal residence permit in Ukraine. It also affects their partners and children.

Intervention phases in the reception procedure

It will be carried out depending on the degree of autonomy that the beneficiaries acquire and through the state network made up of the Refugee Reception Centers (CAR) dependent on the Ministry and other devices subsidized by it and managed by Non-profit entities.

The first phase consists of the reception in a device in which the coverage of basic needs is offered, helping the displaced persons to acquire the necessary skills for the development of an independent life.

The second phase begins when people end their stay in the reception device and they need to continue receiving support through financial aid for rent and attention to basic needs.

How do you access the reception system?

The access procedures include a first evaluation of the requirements and needs of the people who request it and subsequently a referral to a reception place.

To carry out this first assessment, it is necessary for the person to contact the entity that provides this service in the province where you are.

What can someone who was in Spain do before February 24?

If it took less than 90 days, your situation is still regular since that is the legal term in the space Schengen.

The temporary protection regime will take into account the situation of these people who were in Spain with an oe visan tourist or business trip and they cannot return to Ukraine.

Migrations recommends going to the Immigration Offices if you have a foreign application in process or in force and due to the war it is impossible to obtain some of the documents necessary to process the residence and work authorization.

In addition, the Government is working on a legal instrument that allows the application of this temporary protection directive immediately, through a simplification of procedures, so that displaced persons who arrive in Spain can obtain the rights granted by the directive simply and quickly.
