On the eve of Christmas – peace on earth for all people of good will – the House passed a law to punish hate crimes more severely. The proposal by Frans Timmermans (PvdA/GL) and Mirjam Bikker (CU) calls for an increased penalty if hatred is a motive behind a crime. But who should enforce this, how do you prove hatred and does this not lead to risks for freedom of expression?
