More than 6,000 households unintentionally end up below the subsistence minimum due to a combination of schemes. They will receive a fixed allowance from their municipality in the coming years. State Secretary Jurgen Nobel (Participation and Integration) has determined the compensation for 2025.
On December 10, the Senate approved the Temporary Regulations for Single-Earner Problems Act. This supports households where one partner has a UWV benefit and the other partner has little or no income. Due to various government regulations that conflict with each other, they receive fewer allowances than a comparable couple on social assistance benefits. This leaves them with too little money.
Under the scheme, the households in question will receive an amount of € 1,000 for 2025. The amount of the compensation is determined in such a way that it is expected to be sufficient for more than 95% of the affected households. The amount is determined separately for each year that the scheme runs. Households with a larger deficit can contact the municipality for additional special assistance.

State Secretary Nobel: “The government wants everyone to have the certainty of a minimum to live on. This is currently not the case for these households. I am happy that municipalities can accommodate them through this scheme. I would like to emphasize once again: the people who receive the amount do not have to pay it back. It also has no influence on the amount of allowances and any social assistance benefit.”
Municipalities automatically pay out the compensation to many of the households concerned, based on a list from the Tax Authorities. These households therefore do not have to submit an application themselves. Households that are faced with this problem, but are not contacted by the municipality, can submit an application to their municipality themselves. The VNG and the Ministry of Social Affairs and Employment support municipalities in implementing the temporary scheme.
