Developers have so far applied for more than €35 million through the National Affordable Housing Fund (NFBK), good for 822 new homes. The next tranche of the NFBK will start next summer. With this tranche, a total of €100 million has been made available for affordable starter homes. The fund helps starters to buy an affordable home and is therefore part of tackling the housing shortage. Minister Elanor Boekholt-O’Sullivan of Housing and Spatial Planning reports this today in a letter to the House of Representatives.
Through the fund, developers can offer affordable new-build homes to starters with a middle income. The NFBK is revolving, which means that the money flows back to the fund when first-time buyers sell their home again. This way, the NFBK remains available for future starters.
The government is also committed to providing more purchasing opportunities for starters in other ways. Since 2021, starters no longer have to pay transfer tax when purchasing their first home. An evaluation shows that this has ensured that first-time buyers take a stronger position in the housing market.
Affordable purchase price limit
The price limit for an affordable owner-occupied home will be a maximum of € 435,000 in 2027. The price is indexed annually based on the consumer price index (CPI). In this way, affordable owner-occupied homes remain affordable for households with an income of up to twice the average income. In 2026, the maximum price limit for an affordable owner-occupied home will be € 420,000.
The Public Housing Reinforcement Management Act stipulates that two-thirds of all homes to be built must be affordable. The Senate will soon discuss the law. The aim is for the law to come into effect on July 1.
