Quotes of diesel increased by more than 16%, reaching a level last reached on 14 February 2024, while those of the gas they are at their highest since June 23, 2025. The immediate comparison is with the March 2022when petrol managed to reach 2.137 euros/litre and diesel responded with the resounding figure of 2.122 euros/litre, in both cases “only” in the cheapest self-service mode. So, to cool the prices with one excise tax discount of 25 cents more VAT the government intervened. THE’Mobile excise duty it is an instrument expressly provided for by art. 2 of Legislative Decree number 5 of 14 January 2023, converted into Law no. 23/2023. The term “Mobile Excise Duty” can be translated as the waiver by the State of one portion of the taxes applied on fuels to balance their excessive increases, therefore keeping the final price stable. The rule provides that the mechanism is triggered if in the “previous two months” the average price of Brent quality oil is higher than the level expected in the Public Finance Document (DFP), what we knew until 2024 as the Economic and Financial Document (DEF). It still remains to be interpreted today whether the average price in the “previous two months” should be calculated over entire calendar months, or as a moving average over the previous 60 days, but there is already a certain point. The average price level predicted by the Italian government for Brent oil indicated in recent months corresponds to a range between 70 and 75 dollars a barrelwhile the price on the international market is currently $81.
