From foreclosures on cars in Italy to paying parking fines in French tobacconists, Europe’s streets are full of surprising rules. If you’re not careful, you can quickly fall into expensive traps that sometimes seem strange, but are actually meant seriously.
Strange regulations with serious consequences
Europe’s traffic rules reveal some peculiarities that can surprise drivers. In Italy, for example, serious drunk driving can result in not only a hefty fine of up to 6,000 euros, but in the worst case scenario even the vehicle being forcibly auctioned off. However, only if the driver and owner are identical, as the ADAC guide shows. Another Italian peculiarity: motorcyclists who are caught without a helmet not only have to pay a fine – their bike is put in preventative detention for 60 days.
France surprises with its pragmatic approach to parking fines: These can be paid directly in the tobacco shop, including a receipt. However, if you pay later it will be more expensive. In addition, different speed limits apply when it rains – on expressways 100 instead of 110 km/h, on motorways 110 instead of 130 km/h.
Austria has the so-called “blue light tax”: If two people involved in an accident call the police in the event of simple property damage, even though they could have easily exchanged their data, a fee of 36 euros is due. Anyone who violates the vignette requirement must pay a replacement toll of 120 euros – if they refuse this, they face fines of between 300 and 3,000 euros.
Drastic differences in penalties
The costs of traffic violations vary significantly across Europe. This is particularly clear when it comes to speeding: While in Germany 20 km/h too much is punished with up to 70 euros, Italy charges at least 175 euros and Norway even at least 585 euros. A Verizon study shows that Norway imposes the highest fines in Europe for speeding in urban areas, at 944 euros – more than eight times the German amount.
Switzerland is particularly tough on speeders: speeding over 15 km/h can result in a report, a driving ban and the revocation of your driving license. If you meet the speeding offense – 80 km/h too fast on the motorway or 40 km/h too much in town – this can result in up to four years in prison and the confiscation of the vehicle. Fines of up to 10,000 Swiss francs are not uncommon.
Spain, on the other hand, rewards quick payments: there is a 50 percent discount if the fine is paid within 20 days. Greece doubles the fines if the fine is not paid within ten days – a red light violation then costs 700 euros instead of 350 euros.
Enforcement has fewer and fewer boundaries
The days when foreign fines had no consequences are largely over. Since the EU enforcement agreement of 2005, fines starting at 70 euros can also be enforced in Germany. Especially for Austrian fines, there is already a limit of 25 euros plus administrative costs. As a report from the ADAC shows, it has even been possible to enforce Swiss fines in Germany since May 2024 – but only from 80 Swiss francs.
Particularly tricky: Anyone who believes that a 50 euro fine will keep them below the enforcement limit often overlooks the additional administrative costs and procedural fees. These can quickly raise the amount above the 70 euro threshold. Legally binding fines also expire slowly – in Italy only after five years, in Spain after four years. Holidaymakers with outstanding claims risk unpleasant surprises during traffic checks or passport checks on their next trip.
European traffic rules are not only becoming more diverse, but also more consistently enforced. If you inform yourself in advance and take the local peculiarities seriously, you will not only save money, but also trouble in your holiday destination.
