The BMW R 1300 Gs and the Honda SH125i are the reference models in Italy among motorcycles and scooters, but the market recorded a decline of 7.5% compared to 2024. A complex context, influenced by various factors, which however looks towards 2026 with confidence

Confindustria Ancma (National Association of Cycle and Motorcycle Accessories) has made official the first figures regarding the trend of registrations of two-wheeled vehicles In the 2025certifying the net decline on an annual basis in the motorcycle sector, a result which was however expected also due to the entry into force of the Euro 5+ regulation, and the ever-constant growth of the scooter sector. Compared to the 2024 data, in fact, motorcycles close with a drop in sales of -19.2%while scooters recorded an increase of 5.5%data which overall define a decline in –7.5% of the market. As mentioned, these results are flawed by boom of “end of series” sales of Euro 5 motorcycles at the end of 2024, many of which were then resold in 2025 as “zero km”, but in comparison with the data for 2023 (a year not affected by similar phenomena) there is instead a slight growth of +2.2%. However, demand for electric motorbikes and scooters still remains rather weak.

Scooters on the rise, motorbikes on the decline

In the total calculation of motorcycles, scooters and mopeds, they were registered in Italy in 2025 345,287 vehicles against the 373,344 of the previous year (best result since 2011), a difference which determines the aforementioned -7.5% of the entire market. Specifically, they were sold 134,480 new motorcycles (against 166,482 in 2024), 197,043 new scooters (against 186,643) e 13,764 new mopeds (against 20,219, resulting in a -32% for the ’50s’ on an annual basis). In the twelve months of the year, only on four occasions did the market record a positive sign compared to the corresponding month of 2024, but it only stood out December numbersan eloquent -62% overall distinguished by -73% in the motorcycle sector and -40% in scooters. “The effects of the surplus of end-of-series registrations recorded at the end of 2024, linked to the entry into force of the Euro 5+ standard, had a significant impact on 2025 – he explained in this regard Mario Romanpresident of Ancma – however, the decline in motorbikes appears less attributable to an episodic phenomenon: it will be necessary to carefully examine its dynamics and causes in the first months of the new year”.

The electric doesn’t work

As regards electric two-wheeled vehicles, not directly affected by the arrival of the Euro 5+ standards, 2025 cannot be defined as a positive year in terms of sales. The entire sector, including motorcycles, scooters and mopeds, has reported a decline of 15.8%with 8,561 vehicles registered against 10,170 in 2024. Electric mopeds, in particular, suffered a drop of 27.2%, with 2,994 units sold against 4,114, but electric scooters also suffered a sharp contraction, with 4,850 units sold against 5,636 in the previous twelve months for a drop of 13.95%. Also in negative territory quadricycle marketwhich closed the year with a decline of 16.93% and 16,964 vehicles sold.

look to 2026

In commenting on the final market data for 2025, Mario Roman however, he offered an encouraging vision of the current state of health of the sector in our country: “Net of distortions linked to Euro 5+ and geopolitical and macroeconomic conditions, which have affected consumer confidence, two wheels confirm their central role in leisure, tourism and sport choices. And the success of scooters it also demonstrates how these vehicles today represent a concrete, usable and efficient response to the needs of sustainable urban mobility. Furthermore, there is also a discreet dynamism of theused.”
