People no longer have to pay for this extra insurance. The government will later reimburse the costs to the health insurer via the health insurance fund. The municipality determines who can use the scheme. Dirk Jan Sloots, vice-chairman of the board of directors of Menzis, says that this is not complicated for municipalities, NOS writes. “Municipalities know who is vulnerable, because these residents are already being helped with minimum policies or compensation for high energy prices.”
Deductible down, health insurance premium up
If the deductible is lowered, the health insurance premium for everyone will rise. If it increases, even more people with little money will avoid care, with all the consequences that entails. According to Menzis, this plan ensures that vulnerable people still see a doctor in time. And it’s cheaper than lowering the deductible for everyone. Sloots hopes that other insurers will follow suit, so that the scheme can be run through all municipalities.
For the time being, the scheme only applies in Groningen, Twente, the Achterhoek and Arnhem, where Menzis is the largest insurer. There are already agreements with the municipalities. Other health insurers have not yet responded. People with little money can already get help paying their health insurance premiums, but not yet for paying their deductible.

According to Menzis, this plan solves both problems. “In this way, a specific group of people who are known to avoid care due to financial needs receives very targeted help,” Sloots tells NOS.
