Manuel Adorni was sworn in as head of the Cabinet of Ministers on November 5, replacing Guillermo Francos. His appointment occurred within the framework of a reorganization of the government of Javier Milei, with the announcement of a new stage marked by structural reforms and taking advantage of the libertarian triumph in the national legislative elections.
The former presidential spokesperson emphasized the “federal character” of the administration. “There is not going to be anything more federal than this stage of the Government, where we are going to discuss all the laws with the provinces and Congress,” he declared. In this context, the transfer of “boxes” implies that Adorni must manage not only the political coordination but also the operational and financial management of these funds, which places him as a key actor in the execution of the government plan.
With his appointment and the regulatory changes adopted through decree 793/2025, the Chief of Staff assumes new powers and control over areas that previously depended on other ministries or secretariats. Among the main faculties are the ccoordination of the National Cabinet, responsible for articulating the work of the different ministers of the Executive Branch and, through decree 793/2025, the Secretariat of Communication and Media of the Presidency of the Nation, transferring its powers, personnel, assets and commitments to the scope of the new area.
This implies that Adorni will have, under his orbit, the development of the communication policy of the national administration and the coordination of public media and dissemination of national and international state activities. Added to this is the Management of Tourism, Environment and Sports areas, which includes the National Tourism Fund, taxes linked to flights abroad, budgets for tourist infrastructure. In addition to the resources destined to promote sports, using organizations such as the National High Performance Sports Entity (ENARD).
The management of national environmental policy, natural resources, protected areas, climate change and representation in the Federal Environmental Council (COFEMA)they also join the Headquarters. In recent statements, Adorni has stated that his role will involve strong coordination with the provinces, governors and the different levels of the State, seeking to expedite reforms and legislate with federal participation.
The integration of the funds, assets and organizational units of the former Secretary of Communication and Media: It means that the resources that that secretariat had are transferred to the area of the Chief of Staff.
