Russia’s retaliatory visa measures will not affect ordinary citizens of European countries, said Foreign Ministry spokeswoman Maria Zakharova. Broadcast of the briefing walked on YouTube.
“Despite the West’s attempts to complicate contacts, destroy cultural and business ties, the Russian side does not intend to take revenge on ordinary Europeans, even if this would be a logical response,” she said.
The decree will also not apply to foreigners who are already legally in Russia, Zakharova added.
At the same time, the Foreign Ministry is only developing a draft decree, the final decision will be made by the president, she warned.
