There Financial Police el’Customs and Monopolies Agency Of Genoa they seized one Ferrari Purosangue: the sports car, with Emirates license plate and worth approx 400 thousand eurosaccording to the Italian price list, was led by a French citizen, who arrived at Colombo Terminal from a ferry coming from Tunis. The car, upon landing, immediately attracted attention not only because the transit of a supercar coming from a country with limited taxation, such as the United Arab Emirates in this case, but also because there was a person of a different nationality driving. All these elements made necessary an in-depth investigation which triggered further investigations on the sports SUV, after which it was possible to ascertain the attempt to introduce the Ferrari into the customs territory of the European Union without the due payment of VAT and related dutiesfor a total amount of approximately 170 thousand euros. In fact, if we analyze the tax rate, the rental cost in the United Arab Emirates varies from 5% al 10%depending on the engine capacity of the car, while in Italy the VAT stands at 22%. The driver was reported free for the crime of aggravated smuggling. “The fight against customs fraud is essential to preserve the resources of the European Union and State budget and to protect citizens from the entry of goods of dubious nature and origin”, recall the Guardia di Finanza and the customs agency.

Foreign license plates, costs and regulations

The changes introduced in 2018 to the Highway Code, mainly concerning the articles 93 And 132are intended to counteract theforeign investmentor the registration of a car with a foreign license plate to avoid Italian taxation. For vehicles a rentalin leasing or in loan for usethe contract must have been granted by an operator from a state of the European Union or a member of the European Economic Area (See), which however does not have its actual headquarters or a secondary headquarters in Italy. On 21 March 2022 the public register of foreign vehicles (Rev), designed to make it easier to rent and use cars with foreign license plates in Italy. Registration with Reve is mandatory if you are resident in Italy and use a car, even if rented, with a foreign license plate for more than 30 days, and it costs 59 eurosof which 27 euros for Aci emoluments and 32 euros for stamp duty. Renting a car with a foreign license plate entails tax advantages, including the payment of a lower VAT rate and the absence of stamp duty and supervignette in Italy.
