The cabinet continues to focus strongly on limiting the asylum intake and realizing a manageable reception situation. This must create room to give people who need protection faster clarity whether they can stay here. At the same time, work is being done on an effective return of people who are not allowed to stay. Ministers David van Weel and Mona Keijzer report this in the budget of the Ministry of Asylum and Migration for the year 2026.

For the implementation of the asylum measures from the government program, € 115 million is structurally available, such as:

  • Introduction of the European migration pact, which must contribute to reducing the inflow to Europe and the Netherlands.
  • Implementation of the Asylum Measures Act, including the abolition of permanent residence permits.
  • Introduction of the two -state system, with stricter conditions for nareising family members.
  • Expansion of detention capacity for foreigners.
  • Entry into force of the Return and Aliens Detention Act, which, among other things, regulates a longer retention period and stricter return obligations.

Agreements with countries outside the EU

To control the inflow to the Netherlands and Europe and promote return, the government is working on strategic migration partnerships. The emphasis is on combating human smuggling, agreements on return, border control and innovative solutions such as return hubs. For this, an amount is released that up to € 118 million per year in 2029, in collaboration with the Ministry of Foreign Trade and Development Aid.

Ukraine

Finally, the cabinet focuses on the self -reliance of displaced persons from Ukraine, for example by supporting them in finding work and learning the Dutch language. Voluntary return is also stimulated as soon as possible.
