Can Hamas stop hunger by taking a step aside? Or does it no longer have that power?

Israel is under pressure to do something about the terrible suffering in the Gaza Strip. It has all the means to stop hunger there. But can’t Hamas do that either? By taking a step aside, freeing the last hostages and abandoning further terror? Or does it no longer have that power? How many fighters does it still have? How many weapons is it about? Who pulls the strings and is it true that a militia is ready to replace Hamas?
