The Fixed Charges (TVL) allowance, set up by the Cabinet during the Corona Pandemie, has effectively helped entrepreneurs to remain intact in that economically difficult period. This is apparent from the policy evaluation of the Corona Seun Measures Togs and TVL today published today. According to the research, the schemes were not only effective and effective, but also user -friendly and quickly accessible for entrepreneurs who were in the break at the time due to turnover loss. Allowance for fixed costs and allowance entrepreneurs affected sectors
The allowance for fixed costs (TVL) was available from June 2020 for entrepreneurs who were confronted by the corona measures with large loss of turnover. In total, more than € 10 billion in TVL subsidies has been paid, spread over 421,816 applications granted, with an average subsidy amount of more than € 24,000. The evaluation shows that the TVL and Togs schemes probably helped to prevent companies from getting money problems or went bankrupt. The use of public resources has also proved to be justified. The TVL was experienced as accessible and user -friendly. In surveys, entrepreneurs indicated that they were satisfied with the conditions, the application process and the speed of payment. Partly due to the cooperation between implementing agencies such as RVO, the Tax Authorities and the Chamber of Commerce, it was possible to act quickly and effectively.
Minister Karremans of Economic Affairs emphasizes the importance of the schemes: “The schemes gave entrepreneurs breathing space at a time when turnover dropped, but the rent and other fixed costs simply continued. The TVL and Togs have made the difference between survival or falling for hundreds of thousands of entrepreneurs in coronation time.”
Entrepreneurs who used the TVL scheme during the Coronacrisis could have to deal with a recovery, for example when their turnover decrease turned out to be lower than previously estimated. Entrepreneurs with payment problems are explicitly called upon to contact RVO in time or aid organizations such as the Chamber of Commerce, Money Fit Business or their municipality. For example, a suitable solution is being sought, such as a payment arrangement.
