Simple reporting procedures in near-accident and a new practice guideline that gives associations of owners (VVEs) more room for replacing the collective flue gas outlet, the most important changes within the co-system that was evaluated in 2024 are evaluated. In addition, there will be no legal obligation for periodic maintenance. The statutory system ensures that work on gas burning installations are safe to prevent carbon monoxide (CO) poisoning.
Following the evaluation, the sector and minister Mona Keijzer (public housing and spatial planning) explore the possibilities to simplify the implementation of the system where possible. More than 3,700 installation companies have now been certified to work on these installations.
Notification of near-accidents is being adjusted and improved
The reporting obligation of near-accidents (situations with a too high co-concentration; for example as a result of a loosened flue gas outlet) is adjusted. From now on, municipalities will only receive a notification if the problem is not immediately resolved by the installer. This method is in line with the guide to the Dutch Association for Building and Housing Supervision. Reports will soon be done via the Digital System Built Environment Act (DSGO), making it easier to report in installers and respond municipalities faster. New is that the cause of the incident must also be reported. This information is important for national monitoring and further improvement of safety.
More room for replacement of collective flue gas drains at VVEs
A flue gas outlet usually lasts fifteen years. Thanks to a new, practical guideline, a collective flue gas outlet can now be used for up to five years longer. There are conditions for the VvEs, such as taking control measures and implementing a replacement or renovation plan within this period. This new directive will soon be published by NEN. VvEs can often receive a loan for replacement or renovation. This is possible through their municipality at the Stimuleringsfonds Volkshuisvesting Nederlandse Gemeenten (SVN), or directly with the future -proof maintenance fund VVEs or National Heat Fund.
In addition, there are various initiatives within the sector to simplify the implementation of the system, especially for self -employed people and small companies. For example with apps and by reviewing certification schedules.
No legal obligation for periodic maintenance
The evaluation gives Minister Keijzer no reason to legally require periodic maintenance. She does, however, encourage this in collaboration with the Dutch Burns Foundation and Fire Department Netherlands via the annual Stop Co poisoning campaign.
