Minister Mona Keijzer of Housing and Spatial Planning (VRO) introduces the realization stimulus: a generic regulation with few administrative burdens to give housing a boost throughout the Netherlands. From 2026, municipalities can receive a contribution of € 7,000 per affordable home whose construction was started the year before.
Minister Keijzer: “The housing shortage is great throughout the Netherlands. All municipalities have a housing task. With the realization stimulus we support every municipality that builds affordable homes. We have set up a low -threshold arrangement for this, and we will start this year. “
Registration
Municipalities can register affordable homes that construction starts this year from spring of 2026. They receive the contributions in the autumn of 2026. The minister will inform municipalities about the registration of the houses later this year. The last contributions of the realization stimulus will be provided in 2030, for affordable homes for which construction started in 2029. For this, approximately € 2.5 billion is available up to and including 2030.
Accelerate
With the realization stimulus, the government wants to stimulate the construction of affordable homes throughout the Netherlands. Discussions with municipalities and other stakeholders showed that linking the contribution to the moment of the start of construction contributes best to this. For example, the realization stimulus stimulates the accelerating of housing and the inclusion of more affordable homes in the programming of housing projects by municipalities.
Extra support specific building tasks
Extra support is for specific building tasks that entail higher costs, and therefore a higher unprofitable top. The minister therefore reserves 900 million – of the approximately € 2.5 billion – for additional contributions to support municipalities extra. The extra support is available for housing in vulnerable areas, for the realization of care -suitable and clustered homes and for strengthening the municipal implementation power. The amount of the additional contributions will be announced later this year.
Better use existing buildings
Homes realized through the better use of existing buildings are also eligible for the realization stimulus. Think of homes that arise from splitting, top or transformations. The same applies to flex homes.
Homes for which municipalities have previously received a contribution from the government do not comment on the realization stimulus. The starting point is that those projects are already financially covered.
Coherent package
The Realization Stimulans is part of a package of financial regulations, with the aim of supporting municipalities and regions in their housing task. In addition to the realization stimulus, it is about the housing impulses, the area budget and the ground facility. In addition, some existing schemes will continue in the coming period. This concerns the Housing Personality Groups Regulation, the Flex and Transformance Houses Stimulation Regulation and the Relocation Flex Homes Relocation Regulation.
