More and more homeowners are making their home more sustainable with financing through National Warmtefonds, a non -profit foundation. The interest-free loan for homeowners with a low and middle income is so popular that Minister Keijzer (public housing) wants to add money to the fund faster than expected. It concerns around € 750 million.

Minister Mona Keijzer: “National Heat Fund reaches people who were previously not at all concerned with energy saving. Insulate your home well, that is increasingly normal. Also for people with low and middle income.” Almost all homeowners are eligible for a loan from National Heat Fund. Homeowners with a aggregate income up to € 60,000 are eligible for an interest -free loan.

More loans for energy saving

In 2024, nearly 21,000 private homeowners took out a loan at National Heat Fund. That is more than ten percent more than in 2023 when it was about 19,000 owners. The majority of these homeowners (58%) were eligible for an interest -free loan. In earlier years, homeowners from the lower income groups hardly used National Heat Fund. That changed by the introduction of the interest -free loan at the end of 2022. At the time, it was also ensured that almost all homeowners can go to National Heat Fund. In this way people without a loan room and people aged 75 and older are also eligible for a loan.

Doubling at VVEs

Owners’ associations (VvEs) can also take out a loan with National Heat Fund. This is important, because VVEs are behind taking energy -saving measures. In 2024, National Heat Fund provided 235 loans to VVEs with a total of more than eight thousand households. That is a doubling compared to 2023. The expectation is that these numbers will grow further in 2025. The minister offers associations of owners a helping hand and continues the interest discount. In addition, she arranges a change in the law that will simplify internal decision -making. And an independent national knowledge center has been opened. From this fall, apartment owners can go there with their questions, but the website Is already available.

Widely supported cabinet decision

The government program agrees to continue with interest-free loans for energy-saving measures for homeowners with a low or middle income via National Heat Fund. This investment in existence is supported by the entire cabinet. That is why the extra resources come from the Ministry of Housing and Spatial Planning (VRO), the Climate Fund of the Ministry of Climate and Green Growth (KGG) and the Social Climate Fund. This is a European Fund for which the Ministry of Social Affairs and Employment (SZW) will apply. The European Commission will assess the application this fall. Minister Keijzer will add the means to the fund as soon as both chambers agree with the budget changes. With these resources, National Heat Fund can grow in the coming years so that many more households benefit from an energy -efficient home.
