Today, a Memorandum of Understanding (MOU) about the protection of critical infrastructure was signed by Ukraine and the Netherlands. Minister Van Weel of Justice and Security was at the signing in KYIV by the National Coordinator for the fight against Terrorism and Security (NCTV) and the ‘State Service of Special Communications and Information Protection’ of Ukraine.

With this MOU, structural cooperation on the protection of critical infrastructure is worked out and strengthened. Agreements have been made about sharing knowledge and experience, for example about methodologies for detecting threats, about risk assessments and about resilience strategies. By exchanging knowledge and experience, both countries can optimize the protection of critical infrastructures. The Netherlands will also offer support for legislative development in line with the EU applicable guidelines in this area. This MOU is a concrete elaboration of the safety cooperation agreement signed between the Netherlands and Ukraine in March 2024.

Minister Van Weel:

“With critical infrastructure you can think of power plants and drinking water facilities. Ukraine has been dealing with attacks on their critical infrastructure for years and in the Netherlands there is also hybrid threats. As an important supply and transit country, the Netherlands has a lot of knowledge and experience in the field of protecting critical infrastructure. Then Ukraine are the critical infrastructure structures, so that the primary facilities are always done in the event of a facility.

In the context of resilience, Minister Van Weel also visited the Tripilski power plant and the Cyber ​​Security Center in KYIV.
